I found the Local State file and it is two pages of code which mean nothing to me. How do I apply it to my problem?

You shall find those lines there.
Try opening it with something that has a search tool first: find the line and remember where it is.
You can edit those right there, of course, and then copypaste the whole thing back, but I'd be cautious if some encoding matters or like that.
(You could copy the file somewhere first - in case.)

How do I apply it to my problem? Al my Excel files feature the Opera logo 0 but when I open the file Opera tells me to save it. It already is saved. It is rendered useless. I have Opera on my other computer (XP OS) and have no similar problem.
