This occurs with Opera64 and OperaGX64 installers.
I have Opera installed to D:\Apps\Opera & D:\Apps\OperaGX
And I have them installed for all users.

These are valid locations, and I have them both operating in those locations without issue.

(A side note. I install all 3rd Party applications to my D-drive even those that demand to install in a profile like Brave. I use symbolic Links... I do not want Browsers running off my C-drive.)

As a test, not a solution, does the installer complain if you try to install to "D:\Apps\Opera Test"?

As a test, does the installer complain if you do?:

OperaSetup.exe --allusers=1 "--installfolder=D:\Apps\Opera"

Any difference with?:

OperaSetup.exe --allusers=1 "--installfolder=D:\Apps\Opera" --silent=1
