There must be a flag or a setting I'm not aware of.
Help me find it, please

For example, if you goto the URL
opera://about
, take not of the "profile" path, close Opera and edit the "Local State" one level up from the profile folder, you can change the
country
and
country_from_server
values to the country code of your liking. For example, if you set them to
RU
, Yandex will be available as a default search engine. If you set them to
CN
, Baidu will be available as a default search engine.

You can open the "default_partner_content.json" file in the latest version folder in the Opera GX install folder (install path shown at the URL
opera://about
) to see what each country code provides. As you'll see, most of them are the same as already said, so it's not going to help much.

I guess that, except for some specific locales, the list shouldn't change that much.

Opera purposely only allows the search engines Opera comes with to be set as the default search engine for the address field. What search engines Opera comes with depends on the locale.

Also, for the search field on the start page (as opposed to searching in the address field), the search engine used for that field is not configurable. It's purposely stuck at a certain one that depends on what locale you're using.
