They should add a feature in which you can change the volume on specific tabs ex: i am in an audio book and want music in the background on a different tab so instead of music overlapping the audio book i can turn the volume up and down as i please on that specific tab

The Volume mixer in Windows can actually do that already. While both sounds are playing, open the mixer applet and switch to the Input section. Each active sound source should be listed there.
