If you look back on the forum, people have been requesting manual sync since 2015, yet I haven’t seen any developer responses. Is there a specific reason the development team continues to ignore this feedback, or are there any plans to implement it? At this point, it’s frankly ridiculous that Opera—one of the best browsers—still lacks such a basic feature that even lesser browsers support.

Please either implement manual sync or provide a clear explanation as to why it won’t/can't be added.

You can goto the URL
opera://sync-internals/
and trigger syncing to make sure things are updated on the server. But, don't do it too often or the Sync server might block connections from your Opera for a bit.
