Add the ability to swap icon blocks on the sidebar. Previously, spaces were 2 icon blocks in the list and it was convenient, now it is 1 icon block. Add the ability to swap icon blocks as it is already implemented in the spaces section.

I have extension icons that I would like to place at the top of the sidebar, but it won’t let me. Nor will it let me place the extension icons above Opera’s tools at the bottom of the sidebar.
