I was trying to install the latest opera one version, so I performed a search & was taken to this page: https://www.opera.com/one but unless I'm not understanding something I actually didn't install opera one but just the most recent 'stable' version of opera ( 117.0.5408.35 ). So my question is this did I in fact actually install opera one ?

Opera One is Opera's name for the current redesign of their main browser - as opposed to Opera GX, or Opera Air, or on mobile devices Opera Touch and Opera Mini. Given the nimber of other Opera browsers, calling it just Opera was prone to confusion.
