As for my response, it cant be a cable because while one webpage fails to load, I can open YouTube and start watching a video at 1080p no issue. and it isnt my firewall because the webpage will open if I reload enough or some time passes. and I dont bother with proxy or vpn settings, I'm assuming its the type of webpage but its nearly every type of webpage.
