Disabling animation while Opera is running kills it. Even in the latest build .68. Doesn't happen in Chrome and Edge based on Chromium. Windows 10 LTSC 21H2.</p>

Every little tooltip in Windows is a window. If application can't display the window when fx is off, it means coders utilised it in wrong way.</p>

<p dir="auto">It seems like a specific configuration issue with Windows Settings affecting tooltip display for HTML elements. Unfortunately, enabling "Show Animations in Windows" appears to be necessary to show the URL hint. It's frustrating that both features can't be enabled simultaneously. Have you tried reaching out to Windows support for assistance with this?</p>
