<p dir="auto">The main cookie settings are now at the URL <code>opera://settings/content/siteData</code>. The <code>opera://settings/cookies</code> page is now just for 3rd party settings.</p>
<p dir="auto">And, as already said, you can goto the URL <code>opera://settings/content/all</code>, type a site's domain in the search field and click "Delete displayed content" to clear all cookies for the site.</p>
<p dir="auto">If you need to edit individual cookies for a site, while on the site, hit ctrl + shift + i to open the developer tools, switch to the "Application" tab and select the site under "Cookies" in the left-hand pane. Then, in the right-hand pane, you can right-click a cookie for a cookie and edit/delete it.</p>
<p dir="auto">While on a site though, as said, you can click the badge at the left of the address field (usually a lock icon) and click on "Cookies and site data" to manage some cookie things for the site.</p>
<p dir="auto">All this stuff is due to changes in Chromium.</p>

Not certain about individual cookies as I didn't follow it that far. Note that it seems to be grouping third-party cookies with the site you were visiting (there are 2 listed under <a href="http://opera.com" target="_blank" rel="noopener noreferrer nofollow ugc">opera.com</a> even though they aren't from Opera).</p>
<p dir="auto">Probably related to Chromium's new cookie sandbox. Seems more confusing to me, though.</p>

<p dir="auto">I used to delete cookies selectively using this setting, now it looks different and doesn't contain a complete list of websites. I can't figure out why this is happening, and where to see the full settings.</p>

Alternatively go through Settings &gt; Privacy and security and click on Third party cookies (yeah, they need to change that).</p>
