In the topic https://forums.opera.com/topic/32190/the-option-to-disable-downloads-icon-popup/26?lang=en-US a user had showed an extension called "hide download shelf" which actually removed it, but that was for the old download popup format, the extension itself stopped working on this new format and I've not been able to find any updated extension nor a way to remove this popup
