You have to reinstall opera, but first, go to C:\Users\CURRENTUSER\AppData\Local\Programs\Opera
and find the latest version folder, currently it's 109.0.5097.35. Rename that folder, for example 109.0.5097.35xx and then go inside it, and run the installer as Administrator(important). Opera will reinstall and work again

the anti-virus I use is bit-defender, but my opera has been running fine with bit defender for quite a while now

I would still try to rule it out. Bitdefender has been known to cause problems with Opera in the past.

Also, I deleted opera at first because I thought that would fix it, but it ran once after and then showed the same thing after, and I don't think I can retrieve my data.

See the "How to Run CHKDSK With the Right Flags" section at https://www.makeuseof.com/tag/stuck-chkdsk-use-fix-right-way/ for how to check your file system.

Check the health of your drive with CrystalDiskInfo.

Uninstall and reinstall the Visual C++ Runtimes as mentioned here.

Restart Windows.

Uninstall Opera (but do not choose to delete your data when uninstalling) and delete the install folder aftewards. The Opera install folder should be in "C:\Users\yourusername\AppData\Local\Programs" or "C:\Program Files" depending on how you have Opera installed. If uninstalling gives you the same error, just delete the install folder.

Delete everything in "C:\Windows\temp" and "C:\Users\yourusername\AppData\Local\temp".

Unpin any Opera taskbar icons and delete any Opera shortcuts in the start menu and on the desktop.

Open up the Windows Task Scheduler, select task scheduler library and delete all Opera-related tasks you find.

Then, goto https://www.opera.com/download in a different browser, scroll down the page, expand the section for the Opera you want and choose to download the 64-bit offline package.

Launch the installer, click "options", uncheck "import data from default browser", adjust all other options as you like and install.

Hopefully that will fix it. If not, you can go into "C:\Users\yourusername\AppData\Roaming\Opera Software" and "C:\Users\yourusername\AppData\Local\Opera Software" and rename the "Opera Stable" (or "Opera GX Stable") folder to "Opera Stable old" (or "Opera GX Stable old"). That way, you can test from scratch in Opera to test if that helps.

It could also be yuor anti-virus causing that issue. What anti-virus are you using if any?
