After the last Opera update, I wasn't able to run Opera - got the a/m error. I tried to restart my PC - no help.
The last error was as follows:

The application has failed to start because its side-by-side configuration is incorrect. Please see the application event log or use the command-line sxstrace.exe tool for more detail.

I navigated to the path were the problem occurred and deleted Opera Browser.lnk shortcut.

When I looked where opera.exe is located (in my case C:\Users\Username\AppData\Local\Programs\Opera) and in the same folder I found opera-new.exe file I lunched this one and opera run without any problems. Latter I noticed that opera-new.exe file was automatically substituted with opera.exe file and the opera-new.exe was no longer there.

Every unnecessary update of Opera seems to screw up Opera. And this was the latest one. Unable to open or do anything else with Opera. Nuked Opera, reinstalled, and it worked as a perfect update, even leaving my history and bookmarks intact. How it left my history and bookmarks intact this time, I don't understand, but it did.

You have to reinstall opera, but first, go to C:\Users\CURRENTUSER\AppData\Local\Programs\Opera
and find the latest version folder, currently it's 109.0.5097.35. Rename that folder, for example 109.0.5097.35xx and then go inside it, and run the installer as Administrator(important). Opera will reinstall and work again

Or, first try to just uninstall and reinstall the last Windows update for .NET.

I've see on Google that a few said that the 0xc0000034 error can be caused by a corrupted .NET Framework install. I don't know why that would affect Opera though. Opera doesn't use it and as far as I know, neither does the installer/uninstaller.

There are also a couple ways to repair the .NET Framework shown at https://www.youtube.com/watch?v=qHvT8Q8Ogkc and https://www.youtube.com/watch?v=Wf8YTe_4HQ0. Attempt those at your own risk though. And, again, I'm not sure how that would help with Opera.

side-by-side usually means a dll problem like the Visual C++ Runtime as mentioned in this post about a different error.

If it just happened after an update though, it could be your anti-virus blocking the new version. Or, you might have a corrupted install. You can uninstall Opera (don't choose to delete your data when uninstalling) and reinstall Opera.
