essentially, I'd formatted my pc over the night. I made sure to sync my account on opera and now that I'm trying to recover it my 190 passwords are just encrypted, I can't even click on it. What do i do?? most of the passwords there are not even on my phone.

Does opera://sync-internals says that passwords synchronization is happening? Check the board on the right.

If you are talking about sync.opera.com, that's the normal behavior and there is no way to see your passwords there.
