<![CDATA[Can Not Export Passwords]]>The Help instructions to export passwords do not work. When I go to the Password Manager there are no three little dots ... not any export options. Thank you. That didn't work, "Settings" was not listed anywhere on the left (or anywhere else). But when I went directly to URL opera://password-manager/settings by typing it into the address bar, it did. Thanks.

Hover over "Password Manager" and click it. It'll take you to the URL opera://password-manager/passwords. You can then click "Settings" on the left (which will take you to the URL opera://password-manager/settings) where you will see a "Download file" button to export your passwords.
