i am online in opera in both ncomputers
i am signed into opera on both
i am also signed into the email under my opera's account
i checked what i want synced

now what???,,,,because i don't see any speed dial sites or bookmarks in the new opera

If you click on your avatar icon o the top right, you will see it.

There is no button to start a synchronization, but you can force one by going to opera://sync-internails and clicking on the Request Start.
