<p dir="auto">Your solution seems to have fixed it for me, at least for now, however this is not a solution any everyday computer user would think of or even be able to do.</p>
<p dir="auto">Is this a known issue or does it need to be reported?</p>

<p dir="auto">Follow these steps -<br />
Steps:</p>
<ul>
<li>In Opera, goto the URL opera://about and take note of the "profile" path.</li>
<li>Fully exit Opera via Menu -&gt; Exit.</li>
<li>Open the macOS Keychain Access application.</li>
<li>Choose 'login' keychain on left.</li>
<li>Choose 'Password' group.</li>
<li>Look for the 'Opera Safe Storage' entry, right click it, and choose Delete to cause Opera to create a fresh one that Opera will hopefully be able to access properly. If you see more than one Opera Safe Storage entry, delete them all.</li>
<li>Delete the "Login Data" file in the profile folder. The folder is probably hidden, so you'll have to unhide it.</li>
</ul>
<p dir="auto">If the steps fail to work, repeat up to 20 times till it takes.</p>
<p dir="auto">If still no go and you're logged into Opera Sync and syncing passwords, log out of Opera Sync to see if it helps.</p>
