If by WebP dynamic images you mean animated WebP, then yes, MConverter supports converting them to animated GIF and many video formats. MConverter also supports converting Japanese AVIF images and all other formats you've mentioned.

It lets you right-click on images, video and audio media in order to convert them directly.
This saves you time you'd otherwise have to spend first downloading the media, then going to the website, and finding where you have saved the files to select them for converting.
