Goto the URL opera://flags/#sidebar-site-panel, enable the flag, restart Opera, click the 3 dots at the bottom of the sidebar, scroll down to Custom Site Panels and add https://web.skype.com/.

Before opening the panel, goto https://web.skype.com/ in a tab and log in. Then, you can close the tab and switch to the panel (and click the reload button on the panel if needed).
