Bookmarks not syncing across devices

I have Opera on both my PC and laptop. However, when I sign into my laptop, it hasn't updated my bookmarks at all, despite claiming that's something that syncs across devices. Furthermore, when I sign out and back in, it resets my choice to 'don't sync data'. I use my laptop when I travel, and it's really annoying not having bookmarks I've added since I last used it available, especially since other browsers have been handling it just fine for years.
