Go to mods like Leocg has pointed out. This is happening bcz you've installed GX Boy mod. So under GX Boy, just undo "shaders" and that will hopefully solve it.

picture-in-picture mode the orange filter disappears from that little screen (Opera GX btw)

Im using the Opera GX version LVL 5. My System: Windows 10 Pro - 22H2, i7-7700K, GTX 1660S
