I wouldn't have recommended this method if it didn't work.
Tabs can be restored.

But whole this issue almost made me drop Opera.

Hi

I had the same problem after the last updates.
I entered the hidden options, write in the address bar “opera://flags".
Write in the hidden options search bar "tab" and you find "Scrollable tab strip", change to enabled,
restart Opera.
