What rules do you mean is the question. Because FAQ just says "unavailable in these countries" without any "due to".

I understand that Opera isn't required to do that, but wouldn't it simply be polite?

Nor Opera nor any other serious company will do anything to try to bypass those rules and restrictions.

This means the Aria backend additionally checks my IP or something like that and finds out I'm from the wrong country.

The questions stands: why does my location plays a role in this? This is Web, if I have to remind, it's global.

Is this just something people agreed upon "just because" and now we don't talk about it?

The access problem may be a bug or maybe something is messing with it.

Do you use any extensions? If so, did you try with all of them disabled?

In https://help.opera.com/en/browser-ai-faq/ you can see the countries where Aria is not available.
