There is absolutely no reason to open a new <code>new tab</code> tab when you open the browser if there is already another <code>new tab</code> tab opened from the previous session. Or to open a new new tab on <code>Ctrl+T</code> if there is already another <code>new tab</code> tab opened somewhere there.</p>
<p dir="auto">Taking Yandex Browser, a Russian fork from Opera, as an example, they solved this by keeping the new tab functionality as a special page that's not yet a tab. You command a new tab to open and this would happen:</p>

<p dir="auto">Notice that the <strong>+</strong> became an <strong>x</strong>. If I <code>Ctrl+T</code> again, nothing happens. If I set it to always open on a new tab, it won't create an unnecessary new tab, because...</p>
