I just downloaded and installed Flash V15 and Opera does not have it in the plugins and I'm unable to enable it.

That on OS X or Windows?
Why Open the Web?
Despite the connecting purpose of the Web, it is not entirely open to all of its users.
When used correctly, HTML documents can be displayed across platforms and devices.
However, many devices are excluded access to Web content. -

Doy you have deactivated the Adobe Flash Player plugin?
Or do you have Opera Turbo activated?
Or do you have Click to Play activated for plugins in Operas Website settings? -

But it's the version for Opera?
The version you get at http://get.adobe.com/de/flashplayer/ is the right one!
Have you tried the pepper (ppapi) version?
Without Chrome, pepper flash is never installed on Windows You dont need pepper flash.
