why can't start page search engine be changed?

I do not want google to be the default search engine on the start page. In 2018 a moderator said it cannot be changed. I have the latest version of opera installed. You'd think by now one could choose one's preferred search engine on the start page.

@memyself Most probably because the contracts don't allow it.
