I once managed to put a website as a "permanent" tab right next to the GX Corner. It only had the icon like the Corner and it was there every time i launched Opera GX. Was it just a bug or is there a way to add tabs there so they are "permanent"?

It will remain there as long as you keep it opened and have start with last session enabled in settings.
