I have the same update with Mint 20.3 Cinnamon 5.2.7 . The Linux kernel is 5.4.0-109-generic, and the desktop icon is opening up maximized. It's the start menu icon that opens in a small window like Tor does.

It will show an icon if you're not going to the applications folder with elevated privileges.

You need to either use sudo nano in terminal or use your GUI text editor with root/elevated privileges.

My solution was to make the following edit to the .desktop file, which for me is located at /usr/share/applications/opera.desktop. I changed the line

Exec:opera %U

to read

Exec:opera --window-size=1920,1080

(or substitute for whatever the dimensions of your screen are)

For the change to take effect, I had to reboot, and then remove and re-add the shortcut icon on the dock.

Hope this helps!
