<![CDATA[able to access tabs in fullscreen]]>As of now on Windows, if you in full screen mode, if you want to get to your tabs, you have to exist full screen mode to get to the tabs.
It's pretty essential, if not, it's still a high priority for UX

Just note that when you press ctrl + tab, the next tab in the list is already selected, so you just have to release. You might like the behavior better if you goto the URL opera://settings/userInterface and turn off "Cycle tabs in most recently used order". Or, try using ctrl + pageUP and ctrl + pageDown instead.

Those are just some workarounds to your wish. Your idea for something better sounds great.
