With the setting as in your picture, the title appears when you hover the item or folder with the mouse pointer. The other options are under the setting Tile animation and include Blink (the tile momentarily brightens when you hover it), Hovercraft (the tile enlarges when hovered) and of course None (no animation). It is either in Easy set-up under the title Animations (just below the wallpaper), or in Settings > GX, also just below the wallpaper.
