it doesn't seem to be working now. I did restart the browser but the problem still exists.</p>

On my dev Opera (84.0.4295.0), Ctrl+Shift+C is assigned to Inspect element, which opens Dev tools also. I have not reassigned any keys here.</p>
<p dir="auto">This means that generally keys are not changed; of course some earlier versions could have different assignments. Few versions ago Ctrl+Shift+I was for Inspect element; why they changed shortcuts, I have no idea.</p>
<p dir="auto"><em>At my work I have set F12 for dev tools - more compatible with other browsers.</em></p>

What action you need to perform? In settings, keyboard shortcuts you can (re)assign keys at will.</p>
