I'm using Opera Developer under Linux Mint 17 x86_64. So likely this's pepperflash problem. Browser works really good on few years old notebook. Smooth scrolling, nice responsiveness. Pepperflash nonfree plugin for my distro works good on <a href="http://youtube.com" target="_blank" rel="noopener noreferrer nofollow ugc">youtube.com</a>, <a href="http://vk.com" target="_blank" rel="noopener noreferrer nofollow ugc">vk.com</a> and some other resources. But I have no chance to watch videos in instagramm. I see preview image and playback button but when I push it nothing happens. Also, when I put mouse on playback button I see in the left bottom corner "javascript:;".<br />
I've seen some ppl resolve similar problem(no video from instagram/vine) in chromium web-browser by disabling hardware acceleration in chrome://flags or smth like that. So, I've found hardware acceleration flag in opera preferences, also I've investigated additional flags/features in opera://flags, opera://plugins. Nothing helped, so I still need to copy+paste link to another browser to watch some videos.</p>

Try installing pepperflashplugin-nonfree doing sudo apt-get install pepperflashplugin-nonfree. It installs on /usr/lib/pepperflashplugin-nonfree. Then take the newly-installed <a href="http://libpepflashplayer.so" target="_blank" rel="noopener noreferrer nofollow ugc">libpepflashplayer.so</a>  and replace the Chrome one.</p>
<p dir="auto">After doing that, flash worked OK on Opera.</p>

<p dir="auto">Yes, but look at the version of ffmpeg I mentioned above, compared to the version you compiled and installed. According to the link I posted above, it does not work with the newer versions of ffmpeg and the blog posts are wrong.</p>

For Opera Developer on linux you need to install additional plugin. For linux mint you should install pepperflash. You can <a href="http://www.itworld.com/open-source/423259/install-pepper-flash-player-chromium-linux-mint-17" target="_blank" rel="noopener noreferrer nofollow ugc">read here</a> how to do that on Linux mint.</p>
<p dir="auto">PS: for other platforms you may need to install another packager, for instance, on gentoo you need to install chromium-plugins-bin package. I think you can easily google proper package for your platform.</p>

<p dir="auto">I have compiled and installed the latest ffmpeg version 2.4.1 Copyright (c) 2000-2014 the FFmpeg developers<br />
built on Sep 24 2014 09:57:08 with gcc 4.8 (Ubuntu 4.8.2-19ubuntu1) and still no video support.</p>

<p dir="auto">I'm not currently using a version of Linux that will run Opera (Blink), so can not check for myself.</p>
<p dir="auto">I am guessing instagram uses/supports H.264 and MP3 video and audio formats ?. If so, you need ffmpeg version 2.3.x installed according to the topic I linked to above (see last post/comment).</p>
