If not or if that doesn't work properly, in Opera, goto the URL opera://flags/#PasswordImport, enable the flag, restart Opera, goto the URL opera://settings/passwords, click the 3 vertical dots to the right of "saved passwords" and choose to import your passwords from a csv file. Opera expects a CSV file created by a Chromium browser (like Chromium, Chrome, Brave, Edge, Vivaldi and Opera). If the browser that exported its passwords to a file is another type of browser, you'll have to convert that file to a Chromium password csv file. Or, you can import the passwords into Chrome first and then in Chrome, goto the URL chrome://settings/passwords, click the same 3 dots and choose to export the passwords to a CSV file.

You can look and a Chrome password CSV file in a text editor to see what it looks like and how it's formatted if you want.
