It seems like something is really messed up with some Windows files or the registry, even if scannow etc. didn't find any problems. Are you able to do a fresh install of Windows 10 using the newest version gotten from https://www.microsoft.com/en-us/software-download/windows10?

You can use https://www.nirsoft.net/utils/product_cd_key_viewer.html to get and back up your product key just in case you need it after installing Windows 10 fresh.

i allowed Opera setup through the Firewall that did not help
