Best Bookmarks/Favorites program you've found?

I don't expect Opera or any browser to be the best in organizing a huge number of Bookmarks. I was wondering what Bookmark or Favorite (IE) program you recommend and why? For organizational grouping, folders is what I prefer, not tags. If you want something in more than one group you can easily copy and paste it wherever you want. Its not as if you're talking about something that takes up any space. Your suggestions?
