You can also check in the list of default programs on Windows settings.

But if your computer has a slight problem in it's settings Opera will open the file itself instead of the website ...

That you can get by dragging the globe/padlock badge to your desktop or everywhere you want to put the shortcut.
I would prefer to just create a bookmark.

Or you are talking about a shortcut to Opera GX itself?

on Windows, just right click on launcher,exe in Opera´s installation directory and then on create shortcut
