Sometimes. If you have the url throw it in the Wayback Machine archive.org Otherwise NewPipe, Snaptube, Bitchute, Rumble, or simply Google something about the vid that makes it distinguishable and it'll show somewhere. Nothing is ever gone from the internet.

from where you wanna delete watched history because i think you have Sign in into opera then may be on left side on YouTube there is a option of History where you can delete the Histroy....

As the others have said, it is not possible. They are deleted. I just want to add that it may be not worth the time searching for a deleted video on other platforms. Except it is super important for your life.

However, you may be able to find the video on another platform, such as Facebook, Twitter, Instagram or Vimeo, so it might be worth searching for it on the Internet.
