Opera GX making weird sound

I have a problem , https://youtu.be/sAivHc_ZueA. <--- this sound right here (video not mine) happen when I use opera, it only fixed when I restart my whole pc. Any1 know what sound is this and how to fix it? I had disable my browser sound but nothing happen
