Is this going to be a feature or is it just a bug.

That button is supposed to do waht?

Description from "opera://flags/":

Enables tab menu which gives another view of all opened tabs of the current window.

But for me it doesn't work (on ArchLinux with KDE Plasma Desktop).

It does not work on Windows too.

It sounds as though it could be a menu to list all the opened tabs.

I would guess something like that too. It reminds me of the old extender button on Opera Presto.
