I've checked with Opera GX and Opera developer on Windows 10 and in both the full page title shows up when hovering the tab.

Considering I found the issue in Opera GX, I guess I'll open a new thread in the right forum. I wonder if it might be related to some OS issue or something like that.

It's usually not showing up, and after a few tries (move mouse out of tab and over it again) it eventually shows up a rectangle with the text, which also behaves in a weird way since it doesn't show all the text.

Opera version: LVL2 (core: 71.0.3770.456)
