But It is important for me to use this account because of the privileges..
I would like to learn a fix for that issue while still using and maintaining my preferences file..

Maybe explicitly add the Administrator account to have full control instead of just the Administrators group. Might have to do something similar with "C:\Users\Administrator\AppData\Local\Opera Software\Opera Stable".

Also, if you can find this issue for Chrome when searching Google, the fix might work for Opera too.

By "portable", do you mean the "standalone installation" in Opera's installer options (that "Opera USB" at https://www.opera.com/download uses) or do you mean the Opera package from https://portableapps.com/?

@sgunhouse, I think you've mentioned this issue before. Do you know how to work around it and does it affect standalone installations too?
