I am trying to add Peter Lowe’s Ad and tracking server list to the built in adblocker, but it does not work. I have tried the ABP format, both plaintext and not. What is the correct format for this list?

As it says on easylist's homepage: "The EasyList filter lists are sets of rules originally designed for Adblock that automatically remove unwanted content from the internet". Easylist is not a format, but rather lists written in a format that adblock plus can understand.
Currently the built-in adblocker does not perform as well as uBlock Origin, so it would be nice to add custom rules
