Is there any way to disable it?</p>
<p dir="auto">Also I wonder how it's even possible that Opera adds promoted speed dials, because I have encrypted the bookmark sync, so Opera shouldn't be able to see and modify my bookmarks?</p>

Your bookmarks stored in Sync servers are encrypted but not your bookmarks themselves.</p>
