I have installed new windows 10 64 when I try to open
www.opera.com in order to download the last version of opera desktop
it's not open and if it open it freeze when try to download
sometimes this message appears
" This might be because the site uses outdated or unsafe TLS security settings. If this keeps happening, try contacting the website’s owner. "
when i try to press download only with opera.com website , others websites work smoothly.
I downloaded opera version from other site and I can't login to my account in order to load my bookmarks
I can open opera.com and my account when I active VPN connection in opera

I have installed new windows multiple times and scanned my pc
Every thing work fine and opera browser Launch and work fine too expect www.opera.com and it can be open with vpn
Also auth.opera.com/account/v2/desktop/login

Have you tried to scan your pc ? See if there are any malware. If so, delete them and try to restart you pc. This may help.
