Settings > Privacy > Close tabs on exit (Don't persist tabs between browsing sessions)

Firefox
Settings > Advanced > Restore tabs > Don't restore after quitting Firefox

  1. Settings.
  2. Advanced.
  3. On Startup.
  4. Tick "Begin fresh with a new page", unticking "Retain tabs from previous session".

I know this is a pretty old post, but google still found it when trying to figure out how to close all tabs on exit in the opera gx browser.
