You can't. It can only be changed by editing a file and it doesn't seem that you have done that.

Do you use any extensions? If so, try testing with them disabled. Also try testing with a different keyboard if you are using a deasktop computer.

Pressing the ctrl key alone shoudn't change tabs unless you have changed the key behavior. Ctrl + key can open a new tab/window, close a tab, open an internal page and so on but i'm not aware of a way to use ctrl + key to change tabs (ok, there is ctrl + tab but it wouldn't be something that would make the user change the tab by mistake.)
