I reported a few days ago video playback issues with Windows 7.
In the meantime, I'm traveling between Chrome and Opera ...
Would it be possible, for example, to install an old (stable) version that worked without uninstalling Opera?

The issues of failed certificates with new Opera versions is very annoying. Its almost like Opera is creating reasons for us to need to update from Win7

I believe another user already responded to you but "no" this is not a mobile phone app. It's a full functioning PC application that is also portable for you to be able to carry it on an external memory device and be able to use it on different computers without having to install it on each one.

Is it a mobile phone application?

It's a standalone installation of Opera packaged by the 3rd party portableapps.com. Some people like getting Opera that way.

Download the x64 one if you're using 64-bit Windows 7.

Launch the installer, click "options", set "install path" to a folder named "Opera Stable 66" on your desktop (or elsewhere), set "install for" to "standalone installation", uncheck "import data from default browser", adjust any other options you want and install.

As quick as possible, as soon as you see Opera's windows open, click the X to close the Window. Do it as fast as you can. Then, in the Windows Task Manager, there will be an Opera autoupdater process running for that Opera. Kill it.

Then, go into the Opera Stable 66 folder and in the vesrion folder, delete opera_autoupdate.exe.

You can then create a shortcut on your desktop to Opera Stable 66/launcher.exe or you can just pin that Opera to your taskbar.
