but I cannot find any mention of plug-in or Chromium.

You just click on a pdf and it'll open in Opera in a tab using the viewer.

Goto the URL opera://settings/content/pdfDocuments though and make sure "Download PDF files instead of automatically opening them in Opera" is disabled.
