It's right under Startpage, after the setting for max number of columns, above the hardware acceleration setting.

go to Settings, then click outside the search box. Using the keyboard, press

up, up, down, down, left, right, left, right, A, B

... to enable Power User mode. Confirm the dialog that appears. Scroll down in Settings to the startup options, there should be a check box there for this.
