I had this issue from the very moment I installed Opera for the first time (09 feb 2020).<br />
Installed for the current user only.<br />
Windows 10 Pro x64.</p>

<ul>

<p dir="auto">Goto the URL <code>opera://about</code> and take note of the "install" directory.</p>
</li>
<li>
<p dir="auto">Uninstall Opera (you can choose to keep your data if you want).</p>
</li>
<li>
<p dir="auto">Delete the install directory if it still remains.</p>
</li>
<li>
<p dir="auto">Delete all files and folders in "C:\Users\yourusername\AppData\Local\temp" and "C:\Windows\temp".</p>
</li>
<li>
<p dir="auto">Load the Windows Task Scheduler and make sure there are no Opera tasks present. If there are, delete them.</p>
</li>
<li>
<p dir="auto">Download "Opera_66.0.3515.103_Setup_x64.exe" from <a href="https://ftp.opera.com/pub/opera/desktop/66.0.3515.103/win/" target="_blank" rel="noopener noreferrer nofollow ugc">https://ftp.opera.com/pub/opera/desktop/66.0.3515.103/win/</a>.</p>

<p dir="auto">Launch the installer and click "options". You can keep "install path" set to "C:\Users\yourusername\AppData\Local\Programs\Opera" and "install for" set to "current user" if you want. Or, you can choose the normal way that other programs install themselves, which would be "install path" set to "C:\Program Files\Opera" and "install for" set to "all users". Your choice. Then, uncheck "import data from default browser", adjust anything else you need to and install.</p>

<p dir="auto">Then Opera should check for updates no problem. If it doesn't, it's likely you have something on your system blocking Opera's checking like your firewall or some security software.</p>
